Home Air Exchanger - questions?

I just recently bought a house and moved in last week. The home is only 7 years old and has an air exchanger with ducts in every room. The weather lately has been super warm and the house always feels damp. The air exchanger is currently turned off because on the control panel, it says leave off in the summer time. Is this right or should this be turned on now. Any info would be appreciated.
