I purchased a CD from Japan and it was Y1810 (or $17.95CAD according to the bill). In addition, I paid Y2000 ($19.83CAD) on shipping because that was the only shipping option Amazon Japan had.

Fast forward a week later, I received a bill from FedEx asking for $9.69 in duties and tax ($0.90 GST, $1.44 PST, and $7.00 Advancement Fee).

Now I am wondering why I was charged duties on a package that is under $20 CAD (which I thought was duty-free?) and is there any way I can avoid having to pay the $7 Advancement Fee. The package was shipped with FedEx International Priority.

Why not call FedEx and ask?

When I worked for them back few years ago, I've never seen anything like this ... I even delivered 4 rims to a guy where he only had to pay $2x.xx in duties/taxes.

Well you weren't actually charged any duties. You were charged taxes and their $7 advancement fee for collecting those taxes. No Duty.

I did call FedEx but the rep told me she did not know how the fees are calculated/charged. She told me to call back tomorrow and ask for an "ROD". I was hoping I can get some clarification so I can present a good case to this ROD tomorrow.

fedex does have a list of additional fees but it is quite long. i have a hard time using the fedex site.

i think i was charged a $10 rod fee because sender did not supply account number.

Just to update and for future reference: I called in and asked to speak to an ROD. The rep had no idea what I was talking about and then transferred me to their Customs branch/division. Spoke to the rep there and was told that I shouldn't have been charged anything (taxes and all) since the actual value of the package was under $20CAD. I think the exchange rate from Japanese yen to Canadian dollars confused someone over there ($1CAD = Y100) as the first rep I spoke with went on to tell me that the declared value was $3800 (for a CD!)
