It would appear that Bell Canada have taken the decision to implement traffic shaping on all their connections – wholesale and otherwise – without informing their customers of the change.
Bell Canada has confirmed that they will be filtering all peer-to-peer traffic as of the 7th of April

Kudos to this band of fools for going backwards at a time where even Comcast was able to figure out the error of their ways.

Comcast got sued and it was in a competitive market. Bell is very unlikely to get into any trouble at all for what they are doing and they just about have the monopoly on ADSL. Which means that while you can buy the service from somebody like Teksavvy or Primus, all of the traffic will go through Bell's phone lines to their multiplexers to their network. And this is where Bell is implementing packet shaping and throttling. So all the resellers are getting throttled too, along with all the Canadian cable internet providers, effectively making everybody on the market equal (everyone is now throttling, except Telus. But I don't think Telus is in a position to provide home internet.). So in a non-competitive environment what kind of trouble are they going to get into? People have been saying Rogers will regret implementing caps. Well 5 years later and they are still not out of the home internet business.
