going to negotiate with the owner who sells 2007 HONDA CIVIC LX (15000km, no accident record according to CARFAX, first owner ). What would be reasonalable price? $16000 (tax included)? he is leasing the car, how it works if i would to buy that in stead of continue leasing it?

if the owner's leasing, he/she has no right to sell the car to you. The car is owned by Honda, not the owner

owner said the dealer can help to change the plan. of course, he will pay for the penalties and oth costs.

$16k sounds like a very good price. Need more details though.
And is it auto or standard? Thats a big price difference.
Something sounds funny about the situation you state. Car seems to be selling below market price and the owner would be taking a significant loss on the lease at $16k sales price.

+1 great deal for an LX they go for $23k-$34k on the road
