Photo Software?

Does anyone know of any photo software that my friend can use for his digital prints? He just wants to add boarders and stuff to enhance his pictures. The software like from Shoppers Easy Pix would be great.

Corel Paint Shop Pro Photo X2 or Corel PrintMaster comes with a lot of templates for adding frames and stuff.

ACDSee is having a sale. Not sure how many templates they stock ... but apparently people use part of the software suite for some heavy duty scrapbooking (which would involve templates).
