is it even possible to repair a pair of jeans that has a small rip in it? i don't mean by putting a patch over it, i mean to repair it so it looks as if it were never touched?

and if there is... are there any places in gta?

Yes and no.

There are specialized artisans that will take fibers and remake the weaves in the fabric so it looks almost like new. But there aren't very many of them (probably none in Toronto).

For jeans, it'll probably be more cost effective to just patch them up with a patch or live with it. To re-weave it will cost way more than what your jeans cost. It is usually for people who want to repair their bespoke suits.

you can buy a patch and do it underneath, then it's not as noticeable and it looks great~ holes will rip much much quicker without patch.
