Vonage phone overseas call forwarding?

Has anyone tried Call Forwarding a vonage phone overseas? Im in the philippines right now and my wife's family has a vonage phone. They want to know if we can have the phone Call forwarded to a local cell phone so that they can receive calls anywhere they go while on vacation.

Will this cost long distance charges since its call forwarded to an overseas number?
