IF someone works @ 1 bank as a teller, would he be able to work for another bank but in their insurance division?

90% sure it's a conflict of interest. Both companies would be releasing sensitive financial information to you. HR would know best, as you'd have to clear it with them before securing the second job anyways

If an employee of mine was also employed by a competitor (even if it is sweeping the floors) I would personally consider it a conflict of interest.
I think you have an obligation to discuss it with HR at both employers. Likely they would not approve of the situation so you'll have to pick between one job or the other.

You cannot work for two competiting banks. It's in your employee agreement when the bank offered you the position initially.
Since the banks also sales insurance, this falls into that category. Why not look for a similar position at the bank you are currently with.
Sure you might get away with it for awhile, but eventually one of the two will eventually catch on (people are nozy and will talk). Once HR finds out, not only will you be terminated from one.. but you might lose both positions.
If these are P/T positions.. you might as well work FT for one of them.
If both are FT...good luck in juggling that.
I used to work for a retail company (week nights FT), a telecom company (weekdays FT) and a media company (on weekends PT) for a summer. Man was that every tiring having to switch gears and make sure my brain was in the right place when working.

I work in broadcasting and when I was part time/freelance I was able to work for whoever I wanted since that was the whole point of being part time/freelance.
However the second I went fulltime I was no longer allowed to freelance for competing stations.
I can still do film stuff as there is no conflict but just not direct competition.

Pretty sure that is a conflict, no matter what you are doing at either location
