I think there are only a couple US states that do this. Google it.

Washington is tax exempt for visitors who don't pay sales tax in their home province or state. That means if you're an Alberta resident visiting Washington, you don't pay sales tax.

true but you have to mention it at the time of purchase and the retailer needs to fill out a form. It can't be applied retroactively and you can't apply to the state for a refund. I had no problem with a couple places in Seattle but we never really made it a point to ask at every shop, only on bigger totals.

Every state (and potentially county?) is different.

Washington law is that items acquired in the state are subject to tax unless you come from a no tax state (oregon, alberta, etc) - they do not refund taxes if you are exporting the goods.

You can avoid the tax by acquiring the goods from a WA retailer in another state (have them shipped to you.)
