Parking on the highway ramp...

Are only cops and tow trucks allowed to park on the ramp for undefinite periods of time? Would it be illegal for a car to do that?

I always see tow trucks just park, then lay down the seat and wait for a call to come. Maybe I thought its against the law and tow trucks get away with it because they can?

Yeah it's illegal. Towtruck drivers do tons of illegal ****, they dont care. I've seen them reverse on highways (on the shoulder at least) jump across traffic, Hell I remember seeing one guy who was going down a sidestreet with a school on it, so it was a 30 zone with speedbumps, he was 2 wheels on the sidewalk and 2 wheels on the road (to avoid the bumps) and doing 50+km/h. Fortunately it wasn't during regular school hours.
