long story short. I did some contracted work for a firm in the US, what they were supposed to pay me was laid out in the initial paperwork, however they short changed me by 400 bucks when the cheque came. I've gone back and forth with their finance dept. and getting nowhere, they are just saying my invoices came in late, they didn't receive necessary forms etc. all bs obviously. This is a big corporation too. What further can I do other than ***** at them constantly?

If they're a big company, then they're just giving you the run around, but should pay. If it was a small company I'd say it's malicious, but with a big company whoever you're dealing with is likely an idiot, but it's not like the $400 is coming out of their pockets (so they likely don't care).
Keep harrassing them. Get everything in writing, and track your phone calls. Get detailed, don't leave anything, including what they or you need to do, open to interpretation or with open dates. "So, exactly what do you need to pay me? I need a specific list. So if I have XXX and YYY to you, you will pay me the $400? Yes? And how long after you recieve XXX and YYY do you send payment? Next billing cycle? That's every two weeks? So if I have XXX and YYY to you, then you'll have my payment out within two weeks?" And so on.
Also, depending on your work relationship, perhaps call whoever you dealt with - or their manager - and tell them you're having problems getting paid from the AR department. Sometimes an inside shove helps.

Are they withholding income taxes on the amount you're being paid?

send a registered letter with the balance due. mention you will send this debt to a collection agency if it is not paid in 30 days.

just give him a dealline to pay. otherwise you will take the legal action. try to be polite, but be strong.
