LF: Prepaid phone w/ cheap intl sms

I'm in NS and I'm looking for a prepaid phone with cheapest rate for international test messaging.

I think PC Mobile cost only 20c, but they charge for incoming as well. There are no 7-11 in the area to take advantage of the current deal listed on the forum.

Please help.
