Fees to withdraw from Paypal

Hi, I was wondering if there's a work around to avoid the fees paypal charges for transferring money out electronically?

If the transfer is less than $150 there's a charge of $0.50, but what if I transferred IN money first in order to create a balance of $150, and then transfer out? Since to transfer in is free.

Would that work?

Its done to allow PayPal the most time to look into your account and possibly limit it. The longer they keep you there, the more likely to be locked it is.
