Short answer NO.
My system is a C2D@>3ghz and 2 gigs ram and 7800GT.
The lowest frame rate at ANY resolution (and lowest on all graphical/sound options) even at the lowest allowable resolution is 13fps on some levels. Basically unplayable.
You will not like how your rig runs this monster of a game. I say anything less than 7900 need not try if you demand smooth and playable frame rates.

7600. def. Not.
7900 series. Yeah it can.
8600 series and higher as well.

I'm playing it on a 7600GT 256M and it plays perfectly fine almost all of the time. There is glitching on the intense high action sequences but it's acceptable to me although I suppose I could consider knocking the display down from the default install of 1024x768.
My system:
Vista 64
AMD X2 4000
3 Gig RAM

Oh, come on! I'm playing it on a 128 Mbyte AIW 9800 Pro, 1 Gbyte RAM, Athlon XP 2500+. Aside from having to patch the Shader 2.0 vs. 3.0 problem, it runs smoothly and well enough to be playable. While it's very nice to have the best possible frame rates with all the enhancements turned on, it's not essential.

It's playable for me with a 7600GS except the major fight scenes but I can still get through it.

I got P4 3.2ghz
1.5 gig ram
Nvidia 6800 GT
It runs OK (playable), a little lag when i move my mouse around fast.

Disabling Vsync and high detail shaders might give you more acceptable performance.

Add more detail..
At the second stage where there are more enemies surrounding me, the lag becomes very noticeable during the action time.
As long as there is not a hoard of ppl moving around, my machine runs fine.

Disabling vertical sync, enabling Global (Lighting?) will make things go significantly smoother.
The other thing you can do if you're using Nvidia, is to go into the Nvidia control panel and for thsi game only, change textures to fastest performance. This will not raise your min frame rates, but game will seem to run smoother at least on lower end cards. Same good quality graphics as far as I can tell.

Opteron 165 @ 2.7 Ghz, 2 Gigs of Ram, X1900 XT 256MB.
Run it at pretty much maximum settings on 1280x1024 without a single frame slowdown. I didn't measure FPS but even in intense firefights it didn't slow down.
