Because it doesn't work, that's why. Scraping content will just land you in the supplemental results, or de-indexed altogether.

Of course it does. A little markov chain rewriting and some creative use of HTML and then you good to go :)

Well written original content is the way to go, or a unique and interesting ideas but that usually takes money to develop.
