as title states, i'm feeling the crunch with my old system.

i currently have a 9800 pro with a 330W PSU.

would like to upgrade to a better gfx card with a budget of sub $200.

if you think a PSU upgrade is also needed, plz also recommend a good PSU under $125.

What other components do you have?
No point in recommending a card if your system is not going to be fast enough for it.

If you're using AGP, upgrade paths are quite limited, and a lot more costly than PCIe

what games do you play?

depending on wat games u play, it may not be wise to spend ~$200 on a videocard and ~$125 on a power supply
ur cpu *MAY* limit u on wat u can play and the upgrade may not be worth it

X1950 Pro, $196:

It's a bit overkill for your CPU, but there's nothing really good in the $120-$180 range.

You'll need a new power supply. If you don't intend on re-using it for your next system, this one is very good and affordable: http://www.infonec.com/site/main.php?module=detail&id=310098

You can use the extra money in your budget to get another GB of RAM - that can help a lot depending on the game.
