Wires at TD are only $30 for amounts under $10K.
Then there's paypal...

You asked for the cheapest ... not the fastest or safest.
if you are looking for "lower" denominations then ...
the cheapest is to put the cash in an envelope and mail it. While this isn't very safe a much safer option is to mail a cheque (however, you should first find out if the receiving bank will actually cash a CDN based cheque)
the next cheapest is to purchase an international postal money order and mail it

I use XEtrade.com to move money from my account in Canada to the USA to fund my education.
It's not necessarily the cheapest option available, someone will probably mention Interactive Brokers, but it's straight forward - they take the money from my account in Canada via Electronic Fund Transfer (EFT), convert it to USD, and deposit the amount with my bank in the USA via EFT. No fees, they just make their money on the spread. Usually take 2, maybe three days to process.
Since you're trying to transfer money to the UK, you could do an EFT from your CAD account to XE, and from either you could specify that they send a cheque to your recipient in the UK, or they can send it by wire for $15CAD.
They also allow you to set limit orders and forwards (30day no fee, for 12mo with deposit).
So far I've pushed quite a substantial amount of money through them and no problems yet.

You, sir, are a godsend.
Just checked out their site, and their T/T cost is amazing. This is gonna save me tons of cash on conversions and T/Ts :D
Cheers :D
