They'll be used for groundwork/grappling as opposed to stand-up.

Depends on if this includes heavy wrestling/takedowns use. If it does, there's no such thing as cheap mats. If its purely for newaza type stuff, then you can probably get puzzle mats. They have them at Sears or Canadian Tire and are about 50$ for 25sq.ft. They aren’t really made for grappling but they work. If you’re really cheap you can use carpet underlay which was like 30$ for 54 sq.ft at Rona. That is even thinner but it makes you a man.

Takedowns are involved, but not usually any heavy slams. The lawn is actually fine in terms of hardness, but the surface with little pokey things and such cause scrapes and itchiness afterwards.

So if you could recommend just some sort of liner material that would stay in place (maybe with pegs) and not cause much friction, that would be ideal. Cheap meats would also work but I guess "cheap mats" is an oxymoron.
