I am about to make my first paypal transaction from a site for a service and I was wondering do they take the money out of my paypal account or do I send them the money? Also do I pay the paypal fee?

If you have a balance in your Paypal account, you can chose to pay from the balance. Otherwise, the money will be directly taken out of your bank account or charged to your credit card that you register to Paypal. If you are a buyer, you don't pay a fee. The seller may have to pay a fee, when they want to withdraw money from Paypal, depends on the amount of money in transaction. :)

I did not reister a bank account or a credit card but I do have a balance so that will mean I need to send the money right?

Then the money will come out of your balance.
Also, the seller pays to accept the payment. Its 55cents CAN plus 2.9%.
