who's at fault at a car accident scene?

I justed moved to FL and from what I heard from the people living here about who's at fault when a car accident occur. It really disgust me. I heard that it doesn;t matter who's at fault when there's a car accident. As long you have u're insured then you'll be ok. And also just for being a witness you;re consider to be part of the accident which later the insurance company can increase ur rate. IS that True?
I never have a ticket yet, so by hearing all those stuff makes me feel very upset. So can anyone help ease my mind by knowing how the law in FL works?
