Going to USA (Buffalo/NY/NJ)

Allright, I've heard about it in the news that sooner or later you'll need a passport to go the United States. My question is, can a family of 5 (no passports at the moment) visit a place like New Jersey, Buffalo, New York or Boston? I remember hearing about some type of deadline...but I don't even know where to search..
