I made a transaction of $50 from a US seller a few months ago. The seller did not ship the item, and when I asked for a refund I was getting no response. So I filed a dispute with PayPal, and they ruled in my favour.
Problem is that even though they've ruled in my favour, I'm not able to get my money because the seller is broke and his PayPal account is empty. I called up PayPal and they said they aren't able to do anything.
So what options do I have now? Can I just go through my credit card company and have a chargeback issued?

Paypal may restrict your account but definitely file a chargeback with your credit card and you will get your money back...it does take 30-60 days for the credit card company to credit usually(this has been my experience)

That happened to me a few years ago and I did a charge back with my CC company.

Up to a point it is. Be sure to use a credit card.

Thanks for the responses...I've contacted the seller one last time. If he doesn't respond, I'll do a chargeback. Waiting two more months won't be too big a deal considering I've already waited nearly six months.

Be careful that you don't wait too long. The credit card company might have a time limit on processing chargebacks.

Of course it's safe! It's no worse than walking through a bad area of town with a wallet in your pocket.
Seriously though, Paypal's relatively safe. The people you deal with on eBay is a different matter.

Don't bother contacting the seller. If he emptied out his paypal account to avoid money being taken out (ie. paypal dispute), he's not going to give you your money back. Just file the chargeback asap.

He's trying to scam you, file the chargeback and hope your CC company doesn't have a time restriction.

Doesn't matter. You dont need one to use other. You can use eBay without PayPal, and PayPal without eBay.

I had the same thing happend to me only in my case I had a balance in my paypal account which left me no choice but to use that instead of a credit card to make the payment to what turned out to be a very fraudulent seller.
I did use my credit card to pay for the rest as the balance in my paypal was not enough. My balance was $150, so I paid the rest, about $15 with my credit card.
Paypal has since ruled in my favor but they were only able to recover about 60% of my money. Should I just go ahead and do a chargeback with my credit card company to get that $15 back?

Yes you should. Now you know to always pay with a credit card through paypal, especially if the seller has less than perfect high feedback. I had to do a chargeback just recently after i returned the item but seller never responded or sent refund/replacement. So far my paypal account hasn't been affected in case you're wondering if it will affect your account in any way. Most credit cards are good and don't have tight time restrictions. At least when I previously had to do chargebacks several months later I didn't have any problems.

any of u guys use the BMO usd credit card for paypal/ebay purchases?
i don't like how they rape u on the conversion fees,etc...altho the cdn dollar is pretty strong these days...
also u have to link up 2 cc's AND bank account? does paypal allow multiple accounts from same user using different cc's???
