My dads 92 Honda Accord LX has it, but on my 90 Accord LX it doesnt, and I wanted to know what it is, and do I need it, or was it made only for the 92 model. Thanks.

Power Steering unit? I have that on my 1990 Accord EX-R.

Looks like a master brake cylinder to me but I have also never saw a Honda engine!
Power steering units are usually attached to a belt system attached to the engine because it takes power from the engine to make power steering.
edit: Also maybe a clutch system if it is a manual

That there is the Cruise Control unit. The power steering pump is the other thing in the picture above the Alternator.

That's right, the line coming out of it is the throttle cable.
