It sets the voltage to 110 or 220. Keep it at 110, and don't touch it if you haven't already.
Is the power switch on the PSU on?
You have the button connected properly?
Try this: On the 20-pin connector (while the PSU is off/unplugged), grab a paperclip and stick one end int he green wire and the other end into a ground (black). Turn the PSU on and it should fire up (The PSU, not the computer).

By not powering on, you mean not even the fans spinning, correct?
You're sure you got the power switch on the PSU set to on, correct? I've done that a time or two. Also, the switch on the front panel is connected properly?

As for the experiment, do the above. Just make sure the PSU is off when you do so, and that it's the green wire to any black wire.

he power strip has to be connect directly to the psu and not the mobo?

Eh?
Do the above, but don't plug it into the mobo (obviously). Just turn the swithc on the PSU back on. It should fire up.

Outlet-cable-PSU.
PSU-20pin cable-motherboard.
Turn the switch on the back of the PSU on, plug it all in (make sure the case switch cable is plugged into the motherboard), and it should all work.

Oh, that goes from the switch to the motherboard. I'd get the motherboard manual for help on that one.

See all those pins to the right of the power LED cable? Either look in your mobo manual to see which 2 pins are the power pins and then plug the switch connector into that. If you can't figure that out, just plug the connector into any of the pins and click the switch and see if it starts up, repeat as necessary.

Try turning the connector around, sometimes they're weird like that. And if that fails, yes, just plug it into any pins and just keep trying until it works; there's only so many ways you can do it.
Edit: Ok, I just looked it up, the power pins are the red/orange ones, and the reset pins are the 2 directly below it. It's all on page 23 of your manual.

Well, the switch connector's orientation shouldn't matter, as all it does is bridge those two pins together.
Things like the LEDs and your speaker, it will matter, as there is a positive and a negative to them.
