i just went to a tailor (around the block) for the first time in my life so i have no experience. He charged me $4 for shortening the jeans by 1 1/4" and $8 for patching up a 1" in-diameter hole at the crotch (right where all the seams meet LOL). So he charged me a grand total of $15. did I get gipped?

$4 is cheap. But I am guessing they probably look like hemmed pants now as opposed to how the jeans originally looked.
But if youre hemming trousers, this is a bargain.

yeah 12 bucks is expensive for hemming but it's usually what retail charges.
and no i don't think you got jipped 4 bucks, 15 bucks. sounds about right...
where i go, they charge $2-3 bucks for regular hems and about $5-6 for european hems.

What's the diff between a regular hem and a European hem? And where is this place?

A regular hem means cutting a piece off it there's too much material. European hem is folding in the extra fabric and still having the appearance of the original hem line.

:cheesygri LOL. Yea $4 is cheap! My old guy did 8 bucks and I thought that was a bargain. It was quality work though. Does it look good or cheap to you?

personally, if the jeans are baggy enough, i would hem it right before it hits the floor, covering as much shoe as possible and not having the jeans drag.
but if it's a tighter style on the bottom, then i'd probably want it to bunch up more, so therefore longer in length.
could we get some more details regarding the locations of the places that y'all go for jean alterations! :cheesygri
