just look at the number of toners needed for the printers and how many pages they give you.
The newer HP laser toner cartridges are really tiny compared to the older ones. I have an older HP Laserjet 2100 that cost me about $1500 back in the day and the toner cartridges are about 2x the size of the newer models and pretty inexpensive as well (5000 sheets for about $120 for OEM HP C4096A part number)

Laser Monochrome average printing costs vary between 10-6 cents a page.
Laser color average printing cost is between 25-40 cents a page.
This will hold true pretty much no matter what toners/refills you use.
And yes, the 2600n is pretty good from what I heard. I would not reccomend refilling HP cartridges.. the whole point of going with HP instead of Brother or Samsung is higher quality, and you could lose out on that by using off-brand refillable cartridges.
Could try it of course, but I think HP also uses a chip in their cartridges to figure out when it's near empty, so you'd have to reset the chip.

How did you get this number?
I paid about $70 (tax in) for high yield cartridge that's good for 4500 pages for my Samsung 1710. And if you refill your cartridges yourself than it'll make even cheaper...

If you are printing in black and white, why would there be a difference in cost per page?
I'd imagine that printing a colour page would cost more, but where did you get this 25 - 40 cent values?

Have you printed 4500 pages with it? Also was this from a normal retailer or a special deal? The prices are quoted based on getting the cartridges directly from big resellers, so will be higher than if you get special deals from local stores. I have printed ~2000 pages (verified by the built-in Apache server on the printer that counts 'em) with my HP Laserjet 1012, which works out to about ~5-6 cents per page based on paying ~100 for the cartridge a few years ago. Higher-quality, higher-throughput printers tend to cost more for toner (due to the cartridge needing to be better manufactured), so it tends to be higher.
The 6-10 number is what is generally accepted as the cost per page for black and white printing in the corporate IT world from my experience.

If your printing black and white on a colour printer, it should be the same, more or less, though I think black cartridges for colour printers tend to cost more then black cartridges for black and white only printers.
The 25-40 cent value is genereally what is accepted in the corporate IT world. Obviously if using stuff like high quality Xerox printers it will be more, but as a general guideline I've found that works, though it could be outdated now.
Looking at the 2600n, the black catridge costs 73 USD and is rated for 2500 pages, while the color cartridges are 83 USD each and rated for 2000 pages.
In comparison, the toner my HP 1012 uses costs 70 USD and is rated for 2000 pages.
So using HP's figures, it would cost ~3 cents per page for black and white and ~4 cents per color per page.. assuming all 3 colours are used equally, that would give ~12 cents per color page.
Huh, guess prices have really gone down in the last few years. I guess I should amend my figure now to be in the 2-6 cent range for black and white, and I guess 10-20 cent range for colour.
