t4's are from 2 different employers... and below is a pic of box #28 from both.

does the one on the top mean an exemption in all 3? (since it has an x while others don't... but it's not in black ink)

You shouldn't be ineligible. Practically the only way for you to be EI exempt would be if you were a major shareholder of the business. Also, in order for you to be CPP exempt, you would have to be over 65, or betwen 60-65 and collecting CPP, or under 18.

Most likely those are just watermarks to guide the T4 preparer.

I would expect a big black X if any of those boxes apply to you.

Employment not subject to CPP

Amounts not subject to EI:

And instructions for completing a T4 slip

Box 28 - Exempt (CPP/QPP, EI and Provincial Parental Insurance Plan)

Do not complete the CPP/QPP part of this box if you entered an amount in box 16, 17, or 26. Enter an "X" under CPP/QPP only if the earnings were exempt for the entire period of employment.

Do not complete the EI part of this box if you entered an amount in box 18 or 24. Enter an "X" under EI only if the earnings were exempt, or if they were not eligible for the entire reporting period of employment.

Do not complete the PPIP part of this box if you entered an amount in box 55 or 56. Enter an "X" under PPIP only if the earnings were exempt for the entire period of employment in the province of Québec.
