Like 2 years ago, I heard on the radio that fish for sushi/sashimi was to be served from frozen packages or something. Is this rule still in effect?

Probably.
On another note I went into Loblaws early one morning last year and saw the guy from the fresh fish counter going back and forth to the fish freezers. He was pulling out bags of frozen crab legs and opening them onto the ice on the fish stall. Now I know where the "fresh" fish comes from...

No, it was struck down soon after it went into effect (or maybe even before it went into effect, I don't remember exactly).
It was based on flawed research. The chances of getting ill from properly stored and served raw fish is very low, and if you're going to a cheap/dodgy sushi place that doesn't store their fish properly, whether or not the fish was previously frozen probably won't make much difference.

I have it on good authority that anything which states it is fresh are previously frozen. Dominion has certain fish that come packed in ice but not frozen. There are exceptions, however.

Sushi restaurants (at least the ones I go to serve fresh fish), I was in Loblaw's once and saw an employee preparing sushi with frozen fish !! My stomach turned !! If you truely want to enjoy sushi stay away from supermarkets .... Bento neuveau sucks >:(
