I already have a pair of E2C's, but need noise cancelling buds for approx ~100. What's the best model?

Whats wrong the the E2? The isolation provided by them is better than most canceling.

i think he might be looking for active noise canceling, in that case i think you'll be out of luck looking for a good pair of active noise canceling earphones for 100 bucks

This second pair is for a gift. But if the E2C's are the best in their range, I'll get another pair.

The Shure e2s don't cancel noise. They block noise by creating a seal in your ear channel, now allowing any other noise to get in
Noise canceling ear buds use another circuit board to match, and therefor eliminate any other noise (in simple terms).
The best isolating ear buds under $100 would have to be the Shure e2, with the paper clip mod.
