My son recently turned 2 years old, and he loves anything involving trains. At Ikea, they sell a wooden train set for $20 with about 6 feet of track and 3 wooden trains that connect with magnets (compatible with Thomas tank engine sets). It has kept him occupied for weeks and he loves it.

Buy something small that he can play with. I'm sure he's got tons of toys already! A little blanket for him to keep him warm when he watches tv, a book with lots of animal pictures, something for him to play in his bath, a bathrobe so he can have one like mom & dad, pipe cleaners and beads so he can make little bracelet or necklaces, ...
I've got a 2 years old boy and he's got way too much stuff. They end up playing with something for a week and then don't play with it for a month...
