rogers and torrent

does rogers detect it?
are they slowing your dl speeds down if they detect you have utorrent running?
i think it's happening to me.

i call them, then they fix my speed back to 5000kbps
but i think if i start utorrent, my speed goes to like 1000kbps.

anyone experiencing this?
