Suggestions for Quality Brake Work ???

I have a 2001 Honda Accord with front and back disc brakes. I need at the bare minimum 4 new sets of pads installed. Can anyone recommend a good repair shop, franchise or privately owned in the Halton region (i.e. Oakville/Milton)???? Also, do repair shops sometimes change out the rotors when they don't really need to be replaced? What's a good rule of thumb for determining if rotors are still good? Thanks. :)
