No warranty on genuine Honda part?
Edit: You got it new or used? Maybe some silicone can seal it up.

That is condensation. Your headlight is not sealed properly.
It is possible they were replaced on a damp summer day, and now that the weather has turned cold the moisture is condensing on the cool outer surface.
Some cars halogen headlight likely has a rubber drain tube to prevent condensation from building up. Look around to see if its kinked, or maybe use a pipecleaner to unclog the tube.

Is there a noticable amount of water in your headlight housing or is it just condensation? Either way you can reseal it by popping oof the silver clips from the lens and carefully prying it off. You can use any clear automotive silicone. If the housing is plastic, you may also want to drill 1 or 2 drain holes into the bottom to prevent future problems.
If you can replace the bulb and not the entire housing (sealed beam) then you have halogen.

You may be mistaken with HID(High intensity discharge) which are commonly also referred as Xenon. Most of the cars with normal headlamps are Halogens(which you most likely have).

Sounds like your headlights were cracked open to remove any colored (read: amber reflectors) so you get the nifty jay-dee-emm look and weren't closed properly.
Pop them in the oven for 20 minutes at 350F to soften the glue, then push them back together or for a cheaper way to go, run a bead of silicone sealant around the edge.
Do a search for "cleared headlights" in your favorite car enthusiast forum before trying the oven method first though....
