Buy 100$ item, charge 5$ process fee, 95$ in account

If I refund payment from buyer, will buyer get 100$ back?

As long as you use the refund feature, and its within 30 or 60 days (I forget), all of it goes back.

Yup. If you use the REFUND link or button it should refund the paypal fees as well.

Yes I did. Buy say he lose money in credit card.

If it is a Canadian $ credit card and a US$ transaction the original transaction and the refund will be at different exchange rates and the refund will be less. It has happened to me many times.

The person receiving the refund may be able to call their credit card company to net the two transactions.

how did the buyer get $10 less??? it looks like you didn't use the refund button...so you're paying paypal fees twice....
