I purchased a hosting service for one year and it expired. The email they sent me said that they would charge me a one time renewal fee on 12/12 which is today. I'm afraid they already tried processing the charge. My question is if the CC they have on record expired can they still charge me? Will it go through?

It won't go through for sure. The credit card and the associated number is no longer valid.
The company will get a decline notification.

Technically, it should not go through. That being said, if the hosting company lacks scruples, they can still attempt to process the charge. If the expiration date is wrong, (But the CC number is still valid) one can easily determine what the new expiartion date is. At least in most cases.
I would strongly suggest you call your CC company and have them block any transactions from that hosting company if you want to play it on the safe side.
