i live on Brahms near Don Mills&Finch
on our street we have two parking signs about 10 car length in between that says:
<-- NO PARKING ------------------------------ NO PARKING -->
does that mean in between the two parking signs i can park there 24/7?

because in Ottawa during snow seasons we cannot park on local streets even if it says parking allowed

Yes park in between the signs 24-7.

there should be other signs around indicating when you can park. in high-traffic roads, there's usually a black-out parking period during rush hour.
in any case, if nothing exists, you can park but be aware in TO there's a law against parking on ANY street for longer than 3 hours. It's rarely enforced but it does exist.
