I escalated my claim of non-shipment to PayPal. The seller did not respond so I am supposed to get a refund, however this is what they told me:

"We have completed our investigation of this case. We attempted to process a refund from the seller's account to your account. Unfortunately, the seller's account does not contain the funds necessary to cover this refund. We were able to recover $0.00 USD. We have taken action against the seller and are working to recover the remainder of your refund. We will contact you when we have more information. No further action is required of you at this time."

Does anyone know what will happen next? Will I get my money back?

paypal is supposed to reimburse you in that scenario but they'll prolly find a loophole like they do with thousands of transactions. yep, there are a ton of horror stories from paypal.

i say pull out any money, credit cards, bank accts you have on there before they freeze your account and use it for their reward. http://www.aboutpaypal.org/how_paypal_makes_money_with_your_money

you should seek legal help and fight the bastards

I personally use paypal when purchasing on eBay, but once I'm done buying I immediately withdraw my credit card from my account, who knows what will happen with their "security system."

Is chargeback an option?

I thought they you had to have a direct deposit or credit card on file with them? Can't they just withdraw funds that way?

happened to me once. I got the same statement. You will never get a cent unless you do a chargeback on your credit card.

How do I go about doing a chargeback?

Does it matter if I payed the Visa bill already?

Doesn't matter, just call them up, explain, and you're good to go

I don't know about the chargeback - I have a CIBC Visa and they told me I'm SOL if it was payed via paypal.

Oh damn.

Try anyways! You might get lucky. Even if you dont, at least you tried. Good luck !

There's been a million warnings about Paypal being thieves yet people still insist on using that company.

Everywhere you look there's a thread about Paypal and their shady operation. I hate to say it, but anyone who gets ripped off can only blame themselves, you were warned far too many times!

I do feel bad for you. I was also screwed by Paypal once, which is why I'll never use them again! I recommend you never use them again either.

OK I removed my CC from PayPal. How exactly do I do a chargeback? Sorry, Ive never done this before. What exactly do I tell Visa?

call you cc company, then say you would like to file a chargeback against xxxx and it will go on from there with them asking you a series of questions

Im sorry for being an idiot, but a chargeback against the seller or just PayPal?

Against whatever was recorded on your statement. It's usually 'PAYPAL - xxxx'. So you'll have to say which transaction by claiming who it was charged to, the date and the amount charged.
