PDA recommendation

I'm in the market for a PDA and wondering which is the best one I could get on a budget of $250. I would prefer a Windows OS but if palm will do what I'm looking for then I won't mind it. Need to check email, schedule dail tasks and display them on the front page, music, and video.

Also I'm with fido, so if I could get a decent GSM smartphone that would do the job as well.

how is the HP ipaq pda/smartphone?

also when the phone is on does the whole windows operating system runs on it too or is it only the phone features that runs? hows the batterylife on these? because I'm thinking about using it as an all-in-one device for email, phone, pda, music and video player

I have narrowed it down to 2 PDA and having such a hard time deciding. I'll be ordering either one directly from manufacturer and the prices are around the same price point of $400. However the iPaq is refurbished, should I be concerned its a refurbished?
