I guess that depends on where in Niagara Falls you are starting from and where in Buffalo you are going to.

The cheapest I can think of is to walk across the rainbow bridge and take a NFTA bus to Buffalo. It is $3.50 US for a day pass. You can use the trip planner function to map out your trip.
