If I'm sending money (from a verified personal Paypal account) to another Paypal user, are Paypal fees completely avoided if the recipient is using a personal Paypal account (non-business) as well? This is assuming the funding is directly from my bank account and not a credit card.
And for the recipient, what fees will apply if these funds are transferred to their bank or withdrawn?

google, or read PayPal's FAQ
PayPal is FREE for buyers (just like buying a house)
To receive money (e.g. get money after selling your house)
Not free if you are premier/business account (~3%)
free if you're basic personal account, with some limits
Free to withdraw to bank for $150+ withdrawl, otherwise 50 cents

Free if you're sending to a Personal account. NO LIMITS unless you send it as type "eBay item" or "Auction item". Always send as "Goods (Other)" and you can send tens of thousands of dollars without issues.
Withdrawing to a US account is always free. Withdrawing to a Canadian accont is 50 cents under $150.
Again, posted on the PayPal website. Not a huge secret. :)
