1) I list something on eBay
2) The winning bidder has a poor score (lots of negatives)
3) I decide (as stipulated in my listing) that I don't sell to someone with low score.

Do I still have to pay the eBay final fee?

You can put buying conditions in when you setup the auction to prevent certain ppl from bidding.

If the auction has ended, you could actually cancel the user's bid. Just go to "help" in ebay navigation and search for it. However, if the user has won and has not communicated with you within 7 days you can file a non-paying buyer to ebay.

This enforces the user to receive a reminder and an additional 7 days you will be able to close the dispute and get a fvf refund but NOT a insertion and extras (gallery/buy-it now/etc.) unless you relist it and is elgible.
