I contacted intel customer support when my heatsink broke a couple years ago. They sent me a new one next business day, no questions asked. Very good service.

Go to where you bought the CPU from and see if they will give a replacement, if not, contact Intel.

I have those phone #s but they are US based as well as the mailing address. Detail procedure of RMA is not explained on the website. If I have to send my CPU first to the US and then waiting for a replacement, dat will surely kill me.
I called the number today and suddenly found it is independence DAy....wth.../_\

Email them... they're usually helpful and quick to respond.
BTW, what's wrong with it?

the whole system cannot even start and no output to monitor.
Video card and mobo has been tested and found no problem.
It must be a problem with either CPU or PSU.

I'd blame everything before the CPU... try a different PSU before you go on a wild goose chase. Nothing more irritating being convinced it's one component causing the problem, waiting for a replacement, and then finding it wasn't.
Intel's QA is very good. Never seen nor heard of a DOA Boxed Intel CPU.

Nope, I guess the heatsink wasn't worth much to them and it was less of a hassle for them to just ship a new one.

wasnt a DOA cpu...I used it b4 I sold my old mobo.
Almost for a whole week, it had been placed on my bookshelf.
Hmm, yea. also possible a problem of PSU...but a guy in a cmputer store said if PSU has some problem, at least we can see postscreen.
btw, anybody knows if I can use old P4 PSU, the 20pin one in 955x mobo?

Ok, in that case, barring any self-inflicted issues, CPUs don't die. Period.

Not necessarily. Don't believe people in computer stores. They're usually wrong.

Not if it's a 24-pin board PSU connector on-board.
