I have a friend who has a younger brother ( 16) that decided to order bell internet on a 1 year contract for himself. He tried calling to cancel stating that it was an unauthorized account but it seems like his brother password protected the account and there is nothing him or his family can do.

This doesn't make sense to me. You have to be a minimum age of 18 to enter a legal binding contract in Canada. Bell did not verify his age.

If he so chooses to, he can cancel the contract with no fees. It's not a legal contract, as you already stated.
