Flash-based CDs playable on older OSes?

I want to confirm that a flash-based CD-ROM that works on WinXP will also work on Win98SE, WinME, W2K as well?

Personally I think it's going to be dependent on the flash version, right?

Unless you include the flash installer on the cd, its hit or miss whether it will work off the disc, and wholey dependent on whether or not the computer running the disc has flash installer and the correct version, or at least a compatible one.
