This is the Parallel Port Security Key for the software Program Labelview Pro.

It retails for $395 and allows a PC to use the software and print.

This item is sort of like a key in the sense that you can't use the program unless this item is plugged into the PC. Some users will see a resemblance to Quark Xpress which has a similar key.

ok so this "key" only lets you use the LabelView software

can you program it for other programs as well?

Thats correct, it's usable only with Labelview Pro v7.0
