Why does dell charge provincial sales tax based on what province you are in? Most online retailers dont charge PST for any orders shipped out of that province. I know most orders are shipped out of ontario or texas.
Hmm... so does dell keep that money, or in my case, is the saskatchewan govt actually going to see that money? I dont see how they would get it.

hmm good point, maybe Dell is a registered business in all the provinces or something like that, wheras other retailers are licensed only in one province?

National Business is required to collect provincial sale tax.
You are ordering from Dell Canada, not Dell Ontario or Dell BC.
