What the name of the blue bar at the bottom of my screen and how do I move it back down there?

Left click with mouse, hold button down and drag it. If that doesn't work, let me know.

To get the quick launch icons back, right click the taskbar and it should give you an option to re-enable it...
Don't mind the other guys here, they spend too much time on RFD and hardly have contact with women, so when one shows up here they scare her away...they're all thinking with their floppy drives lol
