I am leaving the country for a year next September. I need a cell phone plan that can reflect this. Would I get a better deal if I buy a used phone and go on a one year contract? Is this even possible? What is my best option here. I would really like unlimited evenings and weekends.

Buy a used phone from RFD or from somewhere else. Stick with whatever phone meets your price range.
Call Rogers, tell them you want to go on a plan. Don't sign a contract, there's no point. Contracts are only for one purpose, to get a cheap phone or a retention plan. In this case, neither applies to you.
In one year from now, call up Rogers and tell them you want to cancel. Problem solved.
You don't need to sign a contract if you buy a used phone.

I wouldnt even bother for a year the phone will cost too much, or just go for a pay as you go deal with a free phone.

I make a lot of evening calls, so it might be worth it to get a phone. I think I might be going with bell, roger has crappy coverage in the bc interior.
