why doesnt rating threads work and new sub-forum?

why doesnt rating threads work, sometimes when im looking thru the BST and see someone selling something with a bad price, and since im not allowed to threadcrap, i wanna rate the thread so that people will know, does this feature work?

also, how about a new subforum for laptops and laptop parts since laptops seem to dominate desktops now, its a bit of hassle to wade thru the posts looking for laptop parts

I don't think this would work for BST since stated prices are often negotiable and can change at any time (and thread ratings are one time only).
