Between this and the Dell 176FP I would choose this (Optiquest) in a heartbeat, even if they are at the same price.

The dell $249 is way better.
The Dell E176FP is a 6 bit TN film panel with only 16.2 mils of dithering colours.
This one I haven't read carefully yet but look at the viewing angles of 160/160 I think it's a 8 bit panel with 16.7 mils true colours (but the contrast ratio is not up to the typical 700-1000 of 8 bit panels though). BTW it has 1 year warranty only.

About the only source for reviews is Newegg (http://www.newegg.com/Product/CustratingReview.asp?item=N82E16824116357)

What I can't find online is, does the stand pivot? It kind of looks like it from the images but I can't tell for sure.
